Depending on the order you do things, the farm might be set to Permissive, but the document library itself could be set to Strict.


You can check and change that with PowerShell:. That'll tell you want it's currently set to. Setting it to Permissive if it's currently Strict is tough. It's not just a string if I remember correctly. Off the top of my head I don't remember how to change it. Although "Permissive" and "Strict" are technically from the enumeration type Microsoft.
